User permissions definitions for the Ads API

| Campaign | advertiser_campaign_edit | Permission used to give view and edit access to the campaign manager. This will allow a user with advertiser_campaign_edit to create new campaigns as well as view, edit, clone all campaigns associated with the account. |
| advertiser_campaign_view | Permission used to give view access to the campaign manager. This will allow a user with advertiser_campaign_view to view existing campaigns but not modify them. | |
